Help needed with maskededit control

I am using masked edit controls in my application i use them in 4 of my dialog boxes. The development is in a system which has a english version of the windows 98 operating system. When i run the executable file of the application in an system which has chinese version of windows 98 which dosent has VC++ language installed in it, the dialog boxes which has the masked edit controls are not being displayed when invoked. I copied all the required Dlls and also the MSmask.ocx file to  windows\system directory of that system, then also the dialogboxes are not being displayed. But when i tried the same in a system with english verion of windows 98 that dosent has VC++ installed in it is working fine. please help me if i have to copy or add any more files so that all the dialog boxes are displayed in the system which has chinese version of windows 98.or give me a list of files i have to copy to that system along with my executable file so that it works.
