topmargin supported by netscape?

is it topmargin in body tag supported by netscape? if no, is that other ways to set the topmargin to zero?

Topmargin in the body tag does work for Netscape and IE. The problem is that each browser has a different "Offset".

They don't all butt up against the upper left corner of the browser window the same way.
