How can you tell they are not using cgi or any of those you listed?
Souce code suggests some html.  They have a database, and I read somewhere they use oracle.  Background work could be done by C++ or possibly some other language, like Java, but C++ I know could be used.  I read they use cascading style sheets.  Looking at the source, I can't tell if they use templates or not.  It is unlikely Experts-Exchange is going to reveal exactly how they do things, trade secrets and the like.

http://wdvl.com/Authoring/DHTML/Resources.html

WDVL is an free encyclopedia of java, HTML, javascript, cgi, dhtml, XML, perl, web design and domain  name tutorials and resources.

You should find your answer here. I'm not sure what you are looking at besides the source code. I can tell they are doing client side scripting if that helps.
