Configuring FTP Access For UserAccount Nobody...

The nobody account can telnet in.  However, when I go to ftp under nobody, and enter in the password (which I've verified as correct), it says "login failed".  Why is it denying access to nobody?
(on top of it, I can ftp to the linux box with regular user accounts just fine)

I've checked /etc/ftpusers, and nobody is listed there as it should be.  What am I missing?
