You should be able to do this.
 
As the Siemens S6 does not have a built in modem, you will need a GSM modem. Psion do one. You will also need a data cable to connect the modem to the phone. You might find thisdifficult to source.

The other big issue with trying to connect to the internet via a mobile phone like this is that the speed is very slow, only 9.6 kbps. this is nearly 6 times slower that a standard 56k modem.

Depending on where you are and your needs you would be better off getting a HSCSD or GPRS device and connect this to your laptop.
