conversion from yuv and rgb to mpeg 1 & 2 by soft encoding

i have a hardware PCI card that takes analog streams from vcr and cameras and converts them to digital video formats like yuv (many yuv formats) and rgb (many rgb formats),
my problemis that i want to take this YUV or RGB stream and convert it to mpeg 1 and mpeg 2 formats by soft encoding (that means  i want to do it through software)
i am working in VC++ 6.0 so if some one could help me find  a filter or a dll that does this soft conversion i would be oblidged, cause i can then embed it in VC.

i have already found an algorithem (because its all in mathematicalequations for discrete cosine transformations and quantizations) but it will take a long time to code it myself and at this time i am looking for a ready made component that can do this conversion.

this conversion would also be called real time encoding because i am NOT converting first from YUV to an AVI file, and then from an AVI file to an MPEG file. i want to convert firstly from YUV to mpeg2 & MPEG2.

help is WANTED ON(RGB or YUV) (both streams are available to me) to MPEG-1-2 conversion
help is NOT wanted on RGB to YUV conversion
