exchange server problem

Our exchange 5.5 server is NOT sending out email.  It is receiving but not sending.  I tried to open the internet connector info but an error message comes up as follows:

Extension SMTP could not be loaded.  The specified module could not be found.

Microsoft Windows NT
ID no.: 0xc002007e

I reinstalled servoce pack 6 to overwrite the DLLs as the error message implies that there is a corrupted DLL but it did not work.  

What can I do to correct this situation???
