PINGing host without using ActiveX controls

I want to create a program which use the microsoft's icmp.dll library and DON'T use any additional components.
The program have to send Echo Request(ping) packet with specified length to any host

What does it mean to be "Always On"?

  I read this article from delphi3000 site, and it worked with me fine, and it use icmp.dll without any additional components
