can i set(or get) cookie under other domain?

HI EE,
I have a question,wish u can help me.

As the question title,
and more...
At a.com ,can I get cookies value which was set at b.com?
Or can I set cookies under b.com when the html page is at a.com?

for security reasons, no.  it seems there was a bug in IE a while back where one could do this but they put out a patch shortly thereafter

U know,Why I ask that?
I want detect whether the cookie is opened at user's browser.I use the normal method: set a temp cookie and get it to detect.
But for some reason,the function should work under two different domain.So ...

Dear AzraSound,Do u have other method to DO so -- DETECT COOKIES ENABLE?
I want the answer... thanks
