Creating signed ActiveX component with Delphi

Is it possible to create signed ActiveX controls for free?
Verisign wants annual $400 payment for ID.

I'm not willing to pay that, because my i don't get money from my chat-control. But i want that people doesn't have to change their security options in Internet Explorer when using it. Is it possible to obtain sign id for free ?

No it's specialy designed to protect computers from hackers you can not do it for free
