Go to Start > Run and type in MMC.

Now go to the menu item Console > Add/Remove Snap..in. Click the "Add" button look and select "Group Policy" and folllow through on the insrtuctions.

Now that you have the Console look for User Configuration > Administratvie Templates > Window Component > Windows explorer and in the right hand pane look for "Maximum number of recent documents" right click and choose properties and then select "Enabled" and then set the number.

After or before you finish you can save the Console for future use.
