Try going to this web page and doing a 'find' on SPI_GETWHEELSCROLLLINES (under the edit button in your browser).

I think you will find that it is 104.

That link just tells how to make the SystemParametersInfo function call it never does tell the value for SPI_GETWHEELSCROLLLINES i'll try 104 and see what happens.
