Start-up config won't go into running config

1005 router, 12.0 IOS
I'm brain dead at this point.
I have a configuration on the router and when I reload (reboot) it, the IOS asks me if I want to go into configuration mode, I say "no", then decompresses the image, but Router> comes up instead of StLouisR1, which is the hostname.  When I do a "show run", a blank config shows up, when I do a "show start" my original config shows up with all the correct IP info.  
Why won't the start-up config load up???
I even tried setting up the config from scratch and made sure I did a "copy run start".  Same result.

HELP!!!

Your router is set from recovery mode to "ignore system config" on boot. Follow the password recovery procedures and reset the config regiser:
