Try File-Import And Export-Import From Another File Type.  Database is a listed type here.  Maybe that will help.  If that is not the solution you may need to export from the dbf to a comma delimited file and import from there.

What version of Outlook?  I show DBase as an option on my Outlook2k.  Without an import from dbf option you would need to open it in dbase and export the file to a comma-delimited type so you can import it.
