Is this windows 2000 server or windows 2000 professional?  I think you need the server version.
have you loaded IIS?  IIS 5.0 I presume.  Once IIS is installed, then you use the MMC snapin or just take the shortcut off the start menu.  Right click on the left hand pane and start creating stuff.  How many IPs does your box have?  If you have multiples then you can assign them to the web sites in IIS.  You'll map the sites to specific directories containing your HTML files.  Browsing the html pages is best done via your favorite HTML editor or development environment pointing to the directory on the server via a worekstation or on the server.  When your creating the sites the directory on the actual hard drive is different than the virtual directory you name.  So if you map the HTML site directory in IIS to c;\HTMLpages and give the site's virtual directory name, JoeBlow, then you could access the site via the INternet if the server's IP was 10.0.0.1 by http://10.0.0.1/JoeBlow/index.html

Why you moving to work with the "evil empire" if you got the Linux experience?
