DHCP lease grace period

NT4 server running DHCP.  Due to a shortage of IP addresses I have reduced the lease period to 4 hours.  NT has a 1 day grace period before a client lease can be re-used - this is done to cover different time zones - on this site there is no time zone issues.  

Is there a registry setting to reduce the grace period or is this hard coded into DHCP ???????
