File Security lost for ftp created folder in IIS 5.0

Hi,
How do I recover folder properties and security on a folder that was 'maliciously' created on an W2K server using IIS 5.0... When I try to re-establish security via propagation of inheratence from the parent object I get the following error: (Note: direct security assignment doesn't work either)

"error occurred applying security into "Folder Name" unable to perform a security operation on an object that has no associated security"

How do I assign security to this seemingly 'lost and orphaned' object?

Here is a microsoft utility for setting file permissions back to defaults:

ftp://ftp.microsoft.com/bussys/winnt/winnt-public/reskit/nt40/i386/fixacl1.exe
