You can download a free compiler from Borland:
http://www.borland.com/bcppbuilder/freecompiler/cppc55steps.html

or you can purchase a IDE from various companies such as
(1) Microsoft Visual C++
http://msdn.microsoft.com/visualc/prodinfo/purchase/default.asp

(2) IBM VisualAge C++
http://www-4.ibm.com/software/ad/vacpp

Hope this helps,

Yes - you need to have a C or C++ compiler (like Microsoft Visual C++).  You can create stand-alone applications or libraries to call from lotusScript.  I would recommend downloading the user's guide and going through the examples in it.  Also - there are some applications in the Notes.Net sandbox which you can take a look at.
