FP 2002 first screen question

When FP 2002 is first opened it displays a blank screen with lots of menues on the top and left side. At the botton there is a small black square containing a blue circle with a white arrow. What does it do, if anything?

The blue circle with the white arrow is the FrontPage Logo.  It really does nothing except move back and forth when pages are loading.
