Using XSQL; ORA-01008: not all variables bound using <xsql:ref-cursor-function>?

My attempts to run this ref-cursor fail.  Eventially I will add variables passed into this function to narrow search results down based on JSP input form, but for now I'd like to get one of the cursors working first.  I'd like to know how I get around this error/what am I doing wrong.  The stor-procs are created by the Database team.
