My attempts to run this ref-cursor fail.  Eventially I will add variables passed into this function to narrow search results down based on JSP input form, but for now I'd like to get one of the cursors working first.  I'd like to know how I get around this error/what am I doing wrong.  The stor-procs are created by the Database team.

<?xml version='1.0'?>
<?xml-stylesheet version="1.0" type="text/xsl"?>
<xsql:ref-cursor-function connection="SEVPDatabase" xmlns:xsql="urn:oracle-xsql">

  all_status.get_fm_status(:cv)
<!-- this was used with/without :cv)-->

</xsql:ref-cursor-function>

This is the ref-cursor:

CREATE OR REPLACE PACKAGE ALL_STATUS AS
TYPE GET_STATUS IS REF CURSOR;
PROCEDURE GET_FM_STATUS
(
 V_GET_STATUS                 OUT GET_STATUS);
PROCEDURE GET_J_STATUS
(
 V_GET_STATUS                 OUT GET_STATUS);

END ALL_STATUS;
/
CREATE OR REPLACE PACKAGE BODY ALL_STATUS IS
PROCEDURE GET_FM_STATUS
(
 V_GET_STATUS                 OUT GET_STATUS)
 IS

        BEGIN

                OPEN V_GET_STATUS FOR SELECT
          A.VC_CD_COA, A.LNAME, A.FNAME, A.MNAME,
                A.CTC_CD_CITIZEN_OF, B.PROG_BEG_DT,
                B.PROG_END_DT, B.CURRENT_IND
                FROM CIP_NONIMMIGRANTS A, CIP_ELIGIBILITIES B
                WHERE A.ID = B.NI_ID;

END GET_FM_STATUS;

END ALL_STATUS;
