create a .res file with the workshop-tool, which comes with delphi,
create there a bitmap 24x24 pixel with the same name as your component

include this res file with
{$R filename) in your vcl.source

just from head could be that i missed something

It has to be the class name of your component in uppercase.
The package editor (see Tools menu) can create and edit .dcr files.
Do not forget to add the .dcr file to the package project.
