Special characters - how to convert in Ascii code dynamically

Working on a content management system on JSP. We want the site administrator to input German content from his/her keyboard. Then when it's displayed on the front-end, all special characters need to be translated into proper HTML i.e. with ASCII codes. How can that be done-any routines already created? Thanks.
