How to make this divider by photoshop?

Hello:

I want to know the step by step instruction to make this devider. Please see the example at:

Its....a blue rectangle, with a single pixel white line through it, slight one pixel dropshadow.....thats it.

the weed comment is good... and also, if you are thinkinng to  use this on web there is a character;

in macintosh is  ALT+SHIFT+L
