Toshiba 230CX laptop Startup Password stopper

We have a laptop, as described above, which has changed hands to another user. The previous user's BIOS password is unknown so the new owner cannot start it up. Without using an external (port attached) device, how I can disable the password. (Toshiba Video Bios V2.0)
