Try this

set wsh = server.createobject("WScript.Shell")
wsh.run("C:\windows\notepad.exe")
set wsh = nothing
%>

You can also use AspExec component. Download it at http://www.serverobjects.com/products.htm

Note that the use of WScript.Shell does not really need you to register any new dlls. It should be there already.
