The resource editor is not always installed in the list of available addins.  You should be able to find it under your VB\Wizards directory for example.

"C:\Program Files\Microsoft Visual Studio\VB98\Wizards\RESEDIT.DLL"

Close down Visual Basic

You  will then need to register the DLL using RegSvr32 for example

regsvr32 "C:\Program Files\Microsoft Visual Studio\VB98\Wizards\RESEDIT.DLL"

Reopen Visual Basic and you should see the Resource Editor as an available addin in the AddIn Manager.

this is a problem with vb on nt
if user a installs vb and user b tries to use it.
Vb uses current user  hive to load all add-in

You need to update registry :

With this :

Setup your installation again and it should ask you to reinstall, add, or uninstall the package.
