-Do the accounts configured with permissions for this ftp site have the right to log in locally ?

-try it from Dos mode to be sure you can enter the credentials..

ftp<enter>
open ftp.blahblah.com

Is there a firewall, NAT or so blocking traffic on port 21? Try connecting locally from within a command prompt o the server: FTP localhost - if you cannot connect, make sure that the FTP service is running on port 21.

Well, if I do connect, I do get to your FTP site. However, anonymous access is disabled, so you need a username and password to connect.

C:\>ftp ftp.sprawlnet.net
Verbindung mit ftp.sprawlnet.net wurde hergestellt.
220 pdc-server-1 Microsoft FTP Service (Version 5.0).
Benutzer (ftp.sprawlnet.net:(none)): ftp
331 Anonymous access allowed, send identity (e-mail name) as password.
Kennwort:
530 User F cannot log in.
Anmeldung fehlgeschlagen.
ftp> quit
221  Goodbye

BTW. secure the HTTP part of your server, one can download just about anything from there...
