I have a laptop and My PCMCIA sockets not working

Help! I'm getting this windows message when I try to install any of my PCMCIA Cards in my laptop. PC
CARD Troubleshooting Agent windows is nto able to identify or use the inserted PC Card device because
there is no memory area Available to communicate with the Device.
You must make a memory Area Available before this device can be used.

check your computer's config.sys file for a memory manager that is excluding the upper memory region
between A000 and FFFF.

I have removed the devices and re installed them and I keep getting this message. Can anyone help me.

Before installing a card, you likely need to install "card services", or at least, that's what IBM calls the program my Thinkpad needs.  Since you haven't indicated a model, much less a make, of your laptop, we can't even begin to investigate farther.

This is a Sager Laptop with window 98 installed
Where do I find the card services
Sager's "software drivers and upgrades" web page lists 34 different models of "Sager Laptop".

You'll need to look under your laptop's model number to see if anything looks like it has to do with PCMCIA cards.  I reiterate that I have no idea if your laptop needs a program called "card services" like my IBM Thinkpad.

Picking a model at random, the NP8550, from the Sager drivers webpage, we see that there is "TI 1225 Cardbus Windows 98 driver".  If there is similar for your model and you do not already have such installed, this is highly likely to be what is missing from your system.

Could also be device conflicts as a result of hot swapping without using the software to tell it you will be removing a card and just doing so and putting another in its place.  I have also seen this on laptops where people remove the cards while their laptops are off but constantly switch the cards they plug in.  Just some ideas and things to consider.  How often do you remove PCMCIA cards from your system?  Do you do it while your system is on or off?  Seeing as the card services is a new sounding term for you I doubt you have been telling the systemj you will be ejecting a PCMCIA card before doing so.  Have you done this and received messages from your system?
This is a Model N3300C using windows 98SE I normally shutdown before removing the card.  I also thought that I was stopping the operation but I uncheck an option when this all started I follow the instruction for installing the TI drivers that came with the Laptop. It says to run this patch ti.exe then remove the both drivers from the PCMCIA and reboot the system I done this several times but when I insert the my cards 1 is a modem and the othe is to read my flash card for my digital camera.

I would also add an exclude line on the himem.sys and/or
emm386 line in config.sys
himem.sys  
emm386  exclude C000-E000 NOEMS
