I would check the properties of the VGA card in the display properties section.<br />
Somewhere there should be a check box for activating the TV out.<br />
<br />
Also see if there are any utilities that came with the card, that can be used.<br />

TV output on Windows XP

Windows 2000 is an operating system for use on both client and server computers.
