Calling an application on CD in Win9x

I have the following code in place to call an application on a CD-ROM.  I have no problem calling an application on a Windows 2000 workstation from the CD.  However, when I try to call the application on a Win9x computer on the CD-ROM, I get an 53 File Not Found.  If I copy the files to the hard drive of the Win9x computer and run the program, I have no problem calling the application.

Call Shell(app.Path & "\runtime\setup.exe", 1)

Is it my code??
