In the IE Options->Advanced tab there is a 'print background colors and images' option, which I think by default is unchecked.
This might help

You cnnot modify the users browser settings from an HTML page.

If you want them to print the background then give them instructions on the page how to set it up.

If they choose not do it, then there is no way to force them.

BTW judging from your grading history you will likely try to punish the truth with a poor grade.  If you are not prepared to grade fairly, I would just as soon you delte the Q.

COBOLdinosaur,
for your info, u also can't judge the people with the only 10 record history of grad that i given, u can't control me from making any judgement, I have my basic human rights to do so, since the terms and cond also didn't say that I must give a flat grad A to every answer. Furthermore, grading is a very subjective topic to everybody here. I dun want blindly give a 'A' to every answer althougth I am not satisfy with the answer, but probably you will.

But anyway, this is not the good platform for me to argue this issue with you, I hope you will stop here, if you still interesting with the issue, u can straight sending mail to me and please act more professional and always ask yourself why the asnwer is not graded with 'A', but not always ask others given u good grad blindly. By the way, if u experient enough to give a comment which related to the Q, you are please to do so.

And for all the expert here that giving me the comment I would like to say thanks, And just a bit information sharing with u all, i get some clue from ohter forum site, which is asking me to make a layer as the backgroud instead of using table background. And if nobody giving me other comment, definitely i will give away the mark although it is only the commnt, but anyway, definitely not  grad 'A' answer, It have to compare with answer with other forum site which is more useful to me.

Be very careful of making a layer the background 'canvas' for your image. I hope your other forum can guide you through this.

you could set one big table on the page, and set your background image as the background image on the table cell, but i think you would have the same problem where IE won't print it without that box checked.

that is something that the user should have control over, because you can't be sure what sort of quality printer they have.  Your background image could cause the text to be unreadable when they print.

just something to keep in mind.

that's the problem that i face, the intention taht i do this is actually to put a watermark at the background such as a "Rejected" word in the background. So that even the user print it out there is a watermark at the background. So if the user can control whether want to print it out or not, it doesn't meet my intention to do this.

Commented:
why not just work it into the design of the page somehow?

user has a few open questions, some not his fault, but still too many

heanseng, I realise some of your questions were not solved to your satisfaction, but you shouldn't leave so many open.
