Win ME FAT32 converter

Windows ME doesn't appear to have a utility to convert a FAT16 drive to FAT32.

Is this true?
Is it hidden somewhere?
If it doesn't come with the WinME CD can I download a copy of this utility somewhere?

You use the same old cvt.exe that originally was released for w95, only this time you have to create a boot disk from
add/remove programs >startup disk to use cvt, which is contained on the floppy.

I usually never propose answers but this time since there where no other answers, I proposed answer.

EE has been offline for at least 3 days I haven't been able to access.  The system was seriously screwing up when I posted.  I was getting emails telling me that I had comments and when I checked all I could see was your proposed answer.  I rejected the answer because I wanted to read the comments.
