Is there a way to have Outlook 97 recognize that an email is going external(internet) vs internal(corporate) and have a signature added only when going external or a different signature for each.  We're using WIN2K with about 150 or so 9x/2000 workstations.

No.  If you need a disclairmer to be added for internet bound traffic, then it would be better to let the server add it.

So it must/can be done in exchange?

Sure, you will have to acquire a copy of the back office resource kit v 4.5 and work with the imsext.dll.  A good page that describes the installation/configuration is:

oh... you can also go to www.slipstick.com and search for disclaimer.  There are some good 3rd party apps that tie to exchange that offer disclaimers + content control.
