win 2000 no longer shuts off the usual way

hi, i have win2000 service pack 2 installed, been running it for months, recently it will no longer shutdown the usual way, i have to manually power it down, it will not restart either.

SysExpert

1) I would disable all power on and power off functions in both the BIOS and the control panel.

2) Make sure you have the latest drivers for all hardware.

3) Disable everything but systray and explorer in the msconfig - startup tab.
