Well first of all which HAL do you have?
What mobo, bios version, etc?
Is your BIOS the latest version?
If it is an ACPI HAL then check to make sure it is enabled in BIOS and in power management in control panel (also check power button settings in BIOS.

Search your registry for a key called 'powerdownaftershutdown' and make it '1'. See if that does the trick.
I solved a long-time problem of my win2000 not totally powering off. It was my "DirecCD with EasyCD Creator" that caused the problem. I uninstalled it and installed my Nero BurningRom because the software came with my new cd writer. Wowowow..! I just couldn't believe my eyes and ears! No sound and totall blackness of my screen just amazed me. :-) Believe me. It sure felt gggreat.

Good luck.
