Using CombineURL

I need to make one URL out of a base URL and a relative reference on that page.

The help contains a CombineURL function which appears to do what I need. This function is listed in the Internet Tools and Technology page of the help.

Unfortunatly, as I am fairly new to VB, I cannot work out how to access this function.

Can somebody send me a code snippet on how to use this function?
