I have a config file that is stored on a local pc. The router is connected by use of the serial connection. I can establish connection to the flash card using hyperterminal, but how do I load the file into the router?

I am not entirely sure if the option is there on a 1700, but you should be able to copy via xmodem or ymodem.  For example:

copy xmodem: start

Otherwise, you can always temporarily configure the Ethernet address so that you can tftp the config.

If you are talking about just the config you can copy and paste its contents.  If it is the IOS you are trying to install than you will have to copy the actual file via methods above.

I'm not sure how much you know, so here are the steps.

login
"en"
enable password
"config t"
Copy it and right click and paste to host.  "Ctrl Z" --->  "wr mem".  Make sure that there are no errors when you copy it.
