Just installed windows 2000, when I try to update I keep getting "Error 403: Access Denied/Forbidden". I have tried everything on the microsoft support pages but to no avail!

Well this is for IE 5.01 but you can give it a shot:
http://support.microsoft.com/support/kb/articles/Q245/1/42.ASP
Also go to start | run and type gpedit.msc
and check under computer configuration | admin templates |windows components | Internet explorer
Check to see that software updates are not disabled

How do you connect to the internet? If you are using a third party TCP/IP protocal it must be compatible with the Wsock32.dll. Check your TCP/IP setting in your network connections. Just a thought. If you are connected through a cable modem with the wrong TCP/IP Settings access will be denied until the protocols are compatible.
Just a thought "zipper"

Thanks!
