dcpromo erroring

I am trying to create a new domain, new tree, in an existing forest. Unfortunatly the forest root domain is sometimes unavailable, but there is another domain in another tree that is available. It has a global catalog server, and the Schema master & Domain naming master FSMOs have been transfered to one of the servers in the available domain. DNS is AD integrated and in all domains in all trees. When I run dcpromo everything looks fine until it looks for the forest root domain {and can't contact it} then aborts. Is there something else in the forest root domain that it is looking for, and can it be transferred to an online domain/tree? Both existing trees are in the same default first site.

Wow.. that's a tough one.  You have both the FSMO roles that you should need... have you installed DNS on the Server that you're working on??  That's about the only thing that I can think of off hand.

There is one oddity I remember reading about... The Domain Naming Master should not be installed on a Global Catalog... don't ask me why but that was a very strong recommendation by Microsoft.

Have you tried DCPromoing that server to be another DC in your existing tree and then DCPromoing it back down? (I know that's trivial but it may indicate some sort of connectivity issue).
