c++ IE plugin question

we have developed a site where the sine Active X conrol is downloaded on the user machine
first time everything works fine i.e user see the certificate confirms programme to download the cab

but next time
when user try installing again then no certificate is visible to the user.
Is there a way for my programme(asp page ) to know whether the certificate is already present on the system or whether my dll (Active x control )is already installed on the system
all help is appreciated

Possibly you can write your client side script to check the ActiveX Control on the Target machine
