IIS and more than one Web site with just ONE IP

Greetings -

I have Win 2K server running IIS 5. I need to configure IIS to run two web sites with one IP card. The IP set up seems to run one or the other site fine, but when configuring the section of IIS for both I get the error message:

No web site is configured at this address.

Here's what I did-
A) Opened IIS and click on the web site. On the 'Web Site' Tab - and then clicking the Advance Tab, I entered the following:

IP: xx.xxx.xxx.138
Port: 80
Header: web1

Then I entered another one with the following:

IP: xx.xxx.xxx.138
Port: 80
Header: web2

Stoped the service and re-started it.

With this set up neither site works. But adding or removing either site (as if just one site is present) that site will come up, so I think the zone files are file. I tried adding the info to the host file, but I still get the same issue. What's wrong?

The header has to contain information about the web that it refers to. If you want www.test.com and www.notatest.com on the same server with the same IP, the header should reflect the site name.
