URGENT! - User cannot send external e-mail

I have one user who cannot send e-mail outside. He can send internal mail, receive internal and external mail but cannot send external mail. I have tried re-registering him with a brand new mail file, running a fixup, compact and updall on his mail file, checked all settings, created a new copy of his database, checking his ACL, checked all client configurations but still no luck. The wierd part is that he is the only one who cannot send out mail. I then thought it might be his PC so I tried sending mail from another system and still the same problem. I even thought that it might be some corrupted documents so I created a copy of his mail file and deleted the documents as a test. Still doesn't work! PLEASE HELP!! I'M OUT OF IDEAS.

Did you replace the mail file with the design template ? You might give it a shot !  
Also, did you look into the profile document ?  You might want to delete and recreate the profile document as well.

I finally figured out what is preventing his mail from being sent out.  He has a signature that he has configured to automatically append to messages that are being sent out.  When I take it out, his is able to send out mail.  When I add it back on, he cannot send out mail.  I tried to replace the design and do an update on his database but somehow it just won't work when he uses this feature.  How can I fix this problem?  Any ideas would help me out tremendously.  Thanks.
