Open an Access 2000 secured database woth OLEDB provider

I'm trying to do the most basic thing: Open a database connection to an Access database which is secured with a password.

I use the following connection string:
"Provider=Microsoft.Jet.OLEDB.4.0;Data Source=myFile.mdb;User ID=Admin;Password=1234;"
and I get the follwoing error:
"Can't start your application. The workgroup information file is missing or opened exclusively by another user"

I tried to follow the instruction in Microsoft MSDN site, which instruct to create a registry key that points to the location of the System.mdw file, but it didn't help me.

Help anyone ?

I searched and found this knowledge base article:

It doesn't mention anything about registry keys, so I think this article is different than the one you found at MSDN.

Ensure that you have adequate permissions to both the database file and the directory it is located in
