Custom Mouse pointers in Windows.

Hi..
I want to change my mouse pointer in Windows.  I can go to the 'Mouse Properties' in the control panel and browse to a '.cur' or '.ani' cursor file.  
Is there a way to create these cursor files myself?  How do I create a .cur file?
