I want to setup a home base web server and allow internet user to access to it

I have a Win2000 server with IIS installed, can I use it as a web server and host my domain name and other firends' domain on it.

How can I do it?

Do I need to buy a fixed IP address, can I just buy one IP address and subset it to many to meet my friends' need.

How fast the connection needed, is 120kps OK?

do you mean subnet, no
but you can set up virtual directories and host theirs
example
www.mydomain.com\joe
www.mydomain.com\fred

depends, mostly on the traffic

Now, there is one caveat, most isp's frown upon you hosting a site. They have more expensive packages if you want to do this (so they make more $)
check your agreement with them to make usre you can do this without violating the agreement (you may loose your service if they frown upon it and find out)
