Here check these links out befoe you get got far into looking for it. If you still have you Win98 CD then you don't need to look for a place to download FE.

http://support.asna.com/kb/documentation/help_files/Web_Smarties/webhelp/webtutor/webtutor_installing_the_pws_setup_file_from_windows_98_cd.htm

1.    Insert your Windows 98 CD. The opening screen will display.

2.    Select Add/Remove Software. A screen will display for you to select the components to add.

3.    Check the Internet Tools option and select the Details… button. The Internet Tools option contains the PWS and FrontPage Express components you will need. A screen will display for you to select the components to add.

4.    By default, all components will be checked, which will be fine. Select the OK button, then select OK again on the previous screen.

5.    The files of the selected components will install. You will be prompted to restart your computer.

6.    Continue with the steps to run the setup file to install PWS.

For all operating systems (except Windows 98) the option to install FrontPage Express is only included with Internet Explorer 4.0 and above. So to install FrontPage Express, you are actually going to the latest download for Internet Explorer, which at this time is Internet Explorer 5.01 Service Pack 1.

Again, for Windows 98, you can install FrontPage Express from the Windows 98 CD. For the instructions, refer to Installing the PWS Setup File from Windows 98 CD.

  To Download FrontPage Express

1.    Enter the link to download the latest Internet Explorer, as noted below.

 http://www.microsoft.com/windows/ie/download/ie501sp1.htm

2.    Select the Download Now button at the top of the page.

3.    Select the option to Save this program to disk.

4.    Select the location on your system to save the executable to and select the Save button.

The file ie5setup.exe is approximately 55 KB, and will not take long to copy to your system.
