Windows 98 unable to print on network printer

Check the Access Control method on the server.  Is it set to Share-level?  If not, try that.  Start-Settings-Control Panel-Network-Access Control.

Share the printer on one of the 2K computers and then access it from 98 computers through the 2K machine.  Also check ensure the users have the appropriate accounts and permissions on the 2K machine that is sharing the printer.

If your printer is attached (LPT1)to one of your win2k workstations, acces it through a share. If it is networked, make sure you have installed a TCP/IP printing service on your win9x systems. Microsoft doesn't offer one but there are many sharewares or third parties available.

Can we get some feedback?

As you said, the printer has been configured with an IP address.  Windows 2000 has native support for printing to IP based printer but Windows 9x not.  If you go for IP printing solution, you either get IP printing support from HP or you use a 3rd party software on Win 9x machine.
