detecting primary master shows none
detecting secondry master shows shows cd rom.

when it shows detecting primary master quntem fireball 6.4 , the pc boot as normal.i check at bios the setting it looks normal, all set in Auto detecting.when the above error shows i try to replace a good 512 Mb HD which install with win98, and restart for several times, but it's never detect this HD also and same error displayed.then i put back the original HD and restart but the error still there.then i swicth off the power, the next day i on the pc, it's detect the HD and the pc run as normal even i restart several times. someday it never detect this Hd and the Error above indicates,Why ?is it the Hd going to fail forever?

Some motherboards dont see HD's smaller than 1Gb, so don't stress about your Win98 HD not working.

It could be a combination of things. So check the following.
Loose or faulty IDE cable
Faulty or Dead CMOS Battery (What keeps the BIOS alive)
Faulty BIOS (Visit the manufactures Website & check if there are any firmware updates available.)
Faulty HD

Try also setting all the IDE chanels to none except the Primary one (Just the HD). & see if that improves it.
