When I select form designer in visual j++ 6, I receive following error:

Microsoft Development Environment java.lang.IllegalAccessError: com/ms/wfc/util/Debug$Switch

I changed COMCAT.dll from version 5 to version 4.71, but my problem not corrected.

I used the following help of Microsoft but I couldn't
correct the error:
PRB: Forms Designer Fails or Not Working Correctly (Q234345)

My platform is Windows Me and Visual J++ not trial version.

http://support.microsoft.com/support/kb/articles/Q234/3/45.ASP

Did you unregister COMCAT.dll version 5 before install version 4.71 ?
