Dear M.

"Terminal services" is installed on a server, and the server default local security policy doesn''t allow users to logon interactively (locally) unless this user is a member of Administrators/Server Operators groups
You can change this from the Local Security Policy from the Administratoive Tools as follows:
Local Security Policy > Local Policies > User Rights Assignments > Logon locally > Add the users you want to connect using the Terminal Services

Dear M.

Another thing, in a domain, I guess you should make sure that your domain user Properities > Terminal Services Profile tab > check box of "Allow Logon to Terminal Server" is checked.
But you can use the terminal services using a local account on the Server rather than a domain account.

PS. Just a reminder that the Terminal Services Client Installation software is located in %systemroot%\system32\clients\tsclient\ folder in the server where the terminal services are installed
